Thundershowers will be likely much of the country with isolated heavy rain forecast for the North, the Northeast, and the East. Flash floods are possible for the risk areas. People should beware of the severe condition. \r\nThe strong wind waves are likely 2-4 meters high in the Andaman Sea but above 4 meters high in thundershower areas, and 2-3 meters high in the upper Gulf. All ships should proceed with caution, and small boats keep ashore lasting 20 August.  \r\nTropical storm “BEBINCA” covers the upper South China Sea or northeast of Hainan, moving west-northwest at a speed of 12 km/hr to upper Vietnam by 17 August. It will then decline to a tropical depression and a low-pressure cell respectively and covers Laos.
